The land was bought and scheduled for development in the early 1990s. It was in the planning stages to become a corporate office tower when the Asian Economic crisis hit in 1997. In addition, Penang recorded the nation's second highest Human Development Index, after Kuala Lumpur. Correspondingly, the state has a relatively well-educated population, with a youth literacy rate of 99.5% as of 2014.
